Programs against Distracted Driving Show Some Success

One of the biggest dangers on Chicago roads today is distracted drivers, and cell phones are a major source of distraction. According to a study done in 2009 by the National Highway Traffic Safety Administration, approximately five percent of drivers on the road at any given time were distracted by a cellular phone.

The U.S. Secretary of Transportation has stressed the impact of driver distraction, stating that distracted driving accidents caused half a million injuries and thousands of deaths. The NHTSA is taking steps to curb this problem, mounting a public awareness campaign to discourage drivers from using their cell phones for talking or texting while driving.

When local law enforcement agencies also cracked down, a combination of education and stepped-up enforcement of the laws against cell phone use has proven to be effective. In four periods of intensive enforcement accompanied by a media campaign, Syracuse, New York, and Hartford, Connecticut, saw marked declines in handheld cell phone usage. The USA Today report also suggest that in Hartford, texting has declined by 72 percent and handheld calling dropped by 57 percent. In Syracuse both behaviors dropped by 32 percent.

However, according to studies by the Insurance Institute for Highway Safety reducing phone usage while driving did not correspondingly reduce collisions, while the number of collisions actually went up slightly when texting was forbidden.
